For over a decade, the National Disability Insurance Scheme (NDIS) has been providing pivotal funding for Australians with disabilities to ensure they live the life of their choice. On 3 October 2024, after significant community consultation, a suite of the largest reforms to the NDIS was enacted.

What changes were made to the NDIS?

The amendments made on 3 October 2024 were the largest ever made to the scheme since its inception. While the changes impacted many elements of the NDIS, the biggest development was a revised and highly detailed list of what qualifies as an NDIS service.

As part of the changes, the National Disability Insurance Agency (NDIA) created a comprehensive list of what is and what is not a claimable service. These updates underscore the importance of a personalised approach to NDIS funding, as each participant’s plan must be reviewed and adjusted to reflect their needs within the framework of the new legislation.

Here are some examples of services which are NDIS services:

  • In-home care
  • Community nursing care
  • Daily personal activities
  • Modified or adaptive clothing
  • Assistive products for prep of food and drink

Here are some examples of services which are not NDIS services:

  • Rent, bond, pest control
  • Public transport fares
  • Holidays
  • Vehicle registration
  • Standard furniture fixtures or fittings, including lounges, beds, fire alarms, blinds etc.

How do the changes impact NDIS home modifications?

Home modifications are an important part of the NDIS, and were adequately covered as part of the changes.

The new changes specify that supports which design, change or modify a participant’s home to help the participant live as independently as possible and accessibly at home, are claimable under the NDIS.

Examples of this include:

  • Installing equipment or changing a building’s structure, fixture or fittings.
  • Internal and external building modifications to remedy damage arising exclusively from disability-related behaviours or use of NDIS-funded assistive technology or equipment.

Some things that are not NDIS services about home modifications include:

  • Design or subsequent changes or modifications to State and Territory owned residential facilities.
  • Design or subsequent changes or modifications to specialist disability accommodation.
  • Purchase of standard furniture fixtures or fittings.

Common home modifications funded by the NDIS

While everyone’s needs are unique, several common home modifications are funded by the NDIS. This includes:

  • Shower rails
  • Assistive technology
  • Non-slip products
  • Adapted household items for cooking, cleaning and personal care
  • Ramps and hallways
  • Mobility access modifications.
